The NYS Department of Environmental Conservation has the power to DENY water quality certification by April 26th, and the  pipeline project will be dead, period. Time is running out for DEC to stand up against the rubber-stamping Federal Energy Regulatory Commission (FERC) while protecting our State's rights, our people and our waterways.
