NYRI touts economic benefits of power line

In an effort to convince hostile communities of its apparent benefits, the huge power line proposed for our region says it will pay some $37.2 million in property taxes.
New York Regional Interconnect recently sent a letter to counties, municipalities and school districts along its 190-mile route outlining the estimated millions in taxes and lower electric rates its says the 10-story-tall power lines would bring.
The eight counties that would be sliced by NYRI all oppose the power line.
But while NYRI touts property tax benefits, opponents have said the line would actually lower land values. NYRI has also asked the federal government for reimbursement for construction costs, which would be passed to ratepayers.

Dirks: Vanishing brookies are a warning

A brook trout.

It's Fathers Day weekend, and I've decided to fish for our local char, salvelinus fontinalis, or brook trout. There's still some water, although now private, that has an exceptionally healthy population of wild brook trout roaming about it. That's where my internal GPS wants me to go.

HARRISBURG, Pa. -
Pennsylvania environmental officials ordered a partial shutdown Friday of natural gas drilling operations by two companies in the state's northcentral region, saying they lacked permits for collecting water from nearby streams to be used in the drilling.

Neither Range Resources-Appalachia nor Chief Oil & Gas took steps to ensure the streams would be protected from pollution or other harm before conducting exploratory drilling at two sites in Lycoming County, said Robert Yowell, director of the Department of Environmental Protection's northcentral regional office.

Protect Our Land and Water

Dear Neighbors,

The River Reporter has done a good job of alerting us about gas drilling, and the devastation it’s wreaking in Pennsylvania.  You might not know it is here in our neighborhood.  It appears the 10 Mile Boy Scout Camp is selling, or has sold, drilling rights to their land for $3 million, plus $1 million a year if they strike pay dirt.  What does the Tusten Town Board know about this?  What rights do we people living in the area have?  Water and air don’t stay put.  Our children drink this water, and breathe this air.

Editorial: Energy plan must consider whole state

UTICA OBSERVER DISPATCH
Observer-Dispatch

The executive order issued last week by Gov. David Paterson to create a comprehensive state energy plan is long overdue and needs input from all localities so that the resulting policy doesn’t pit one part of the state against another.

Instead, the resulting plan should carefully assess the state’s future energy needs and determine the best way to meet those needs with the least negative impact on the people.

Paterson ordered the establishment of a state energy planning board to work on such a plan, which has been lacking since the old policy expired Jan. 1, 2003. The policy was restructured in 1998, when utilities were required to sell off their generation facilities and a wholesale competitive market for electricity was created. Prior to that, investor-owned utilities had owned electricity generation plants and transmission lines and distributed energy to customers.

The state has been without an official energy policy since one expired Jan. 1, 2003. The lack of policy is one reason why some upstate communities now face a threat from the power line being proposed by New York Regional Interconnect. The proposed 1,200-megawatt line would run from Marcy to Orange County and would cut through the very heart of this region.

Paul DeCotis, state Deputy Secretary for Energy and the chairman of the new planning board, said any future policy would not have a direct effect on NYRI’s proposal, which already has been filed with the state Public Service Commission. Mike Steiger of the NYRI opposition group Upstate New York Citizens Alliance believes the PSC will deny the application, which he says is flawed. Steiger says an energy policy will provide a plan so that another NYRI doesn’t come along after this.

But there is no denying that state power needs are changing. New York can’t afford a piece-meal policy, and upstate residents can’t afford to fight one power line at a time.

Having a firm policy can focus on future energy needs and make sure steps taken to address those needs are fair to all the people of the state.

Groundwater Resource Mapping

Groundwater Resource Mapping

Canisteo Valley, New York

"The most productive aquifers in upstate New York consist of unconsolidated deposits of sand and gravel that occupy major river and stream valleys or lake plains and terraces. Ground water in these aquifers occurs under water-table (unconfined) or artesian (confined) conditions. Municipalities, industries, and farms have been built over many of these aquifers because they typically form flat areas that are suitable for development and generally provide an ample ground-water supply. This development, coupled with the high permeability of these deposits and shallow depth to the water table, makes these aquifers particularly susceptible to contamination from point sources such as landfills and petroleum storage and nonpoint sources such as urban and agricultural runoff" (quote from New York USGS).

Curiously, after eight years of controversy and very public discussion, it seems there's no news these days about Dean Gitter's proposed $400 million development in the Catskills.

But no news about Gitterland, located on either side of the state-owned Belleayre Ski Resort, is not necessarily good news.
